Shirley McMillan

Biography

Shirley has most recently been the chief people officer at Scottish Water, where she was accountable for all people practices, engagement and internal communications, people change, workplaces, enterprise-wide transformation and digital, and hybrid working.

Preceding this she was the people and organisational development director at Heriot Watt University and the UK HR and corporate services director at Royal and Sun Alliance.

The majority of her earlier career was spent at Aviva Plc in roles such as UK organisational development director and HR director for general insurance.

Additionally, she was the President of Water Aid Scotland and was a founding board member of Scotland’s Senior HR Leadership Group.

She is a former non-executive director of Scotland’s Fair Work Convention and BT Scotland and is a past Lay Member of Court at Dundee University, where she was chair of the People and Organisational Development Committee and a member of the RemCo.

Furthermore she has also held chair accountability for both Scottish Water Horizons - a standalone commercial renewables business, and Scottish Water International - a commercial business offering services and expertise to governments and water companies globally.

In her previous roles she has significant remuneration committee experience, in both executive and non-executive capacities.

She was appointed as a Sellafield Ltd non-executive director in May 2024.
